Phoenix Mario is one of Mario's Power-Ups. It is accesible by putting on the Phoenix Suit. It is considered a companion to the Penguin Suit and Dragon Suit.
Abilites
Phoenix Mario can run very fast, throw fireballs, and can flap with wings to slow down a fall. A bit like a fire flower but a really rare.

They appear in this game. Also in this game are Blue Rings, which if Phoenix Mario flys through all 5 of them in a level, he will get a special item.
New Super Mario Bros. 3 (Acetendo)
Phoenix Mario appears in New Super Mario Bros. 3 as one of the brand new power-ups that are found in the game. If Mario collects the Phoenix Suit, he turns into Phoenix Mario. With this power-up, he can run faster, fall slower, and shoot fireballs to defeat enemies in a similar manner to the Penguin Suit except that it is mainly an upgrade of the Fire Flower as opposed to the Ice Flower.
