Mario Kart Havoc features every Mario character previously featured in the series as well as 49 new characters, with a total of 93 characters in the game; 43 of which are available by default, while the other 50 must be unlocked first by meeting certain criteria. In addition to these, there are also alternate colors and costumes available for certain characters.

In Mario Kart Havoc, characters are not unlocked at random like in Mario Kart 8, instead having fixed unlock conditions like previous titles in the series. However, unlock conditions have been simplified in comparison to past games, with almost all of the characters being unlocked by beating a specific cup at a specific difficulty, and the remaining two unlocked by playing as specific characters.

- When Wiggler gets hit by an item or falls off the course, he will turn red with anger for a few seconds.
- When Motley Bossblob hits an opponent with an item, he will celebrate by briefly transforming into his metallic form.
- The Viruses function similarly to characters in Mario Kart: Double Dash!!; by default, the red Virus drives the vehicle, the yellow Virus uses items, and the blue Virus celebrates and taunts opponents. The roles each Virus performs can be swapped by pressing the Y button.
- When Madame Broode uses the Chain Chomp item, she summons Chain Chompikins.
Items found on track
|Gives the driver a random item. Items will be more powerful the further behind the driver is.||Gives the driver a small boost and increased speed when collected, up to a maximum of ten.|

|Encases the driver in rock which allows them to move faster and knock away opponents. The rock will crumble if the driver hits a wall, is hit by or runs into a hostile item, or after ten seconds.||Allows the driver to throw up to ten ice balls that slow down other drivers that get hit. If they hit the ground, they create slippery ice patches for a short while.||Creates a clone of the driver that drives beside and mimics them. If either the driver or clone is hit by an item, the player takes control of the remaining one.||Replaces Blooper from previous games. Will float in front of the driver's kart and spit ink balls at nearby opponents. If an ink ball misses and hits the ground, it creates a pool of ink that will slow drivers for a few seconds if they drive through it.||Can be dropped on the ground in front of or behind the driver and will blow out fog in the direction it was dropped, obscuring the visibility of anyone driving through it.||Replaces Boo from previous games. Makes the driver invisible for ten seconds, and also steals an item randomly from a player ahead of them. If no players have items, the user is given a Mushroom instead.|

If a driver touches it, they will be shrunk.||A shell that can be thrown and will bounce around the course for a short while before breaking or hitting a driver.||Three Green Shells that can each be thrown on to the course, or can circle the driver to shield them from hostile items.||A shell that can be thrown and will seek out the driver in front of the user.|
