The long anticipated sequel to the game that literally just came out on Switch and is still releasing DLC as we speak. All series will have a 3 character minimum so that they aren't lonely. Characters also do not have to be originally from Shonen Jump, just any anime that I like. Characters will also have alternate costumes because thats cool. The character customization will be better as well and any character not in game can be made through a system better than Soul Calibur VI's. Teams can consist of 1 to 4 players.

Scrapped Content:
Kaguya is the only character that is dropped from a series that made it into this game from the previous one. The reason she was dropped is because she only appears in like 15 episodes of the 722 episodes of Naruto and in terms of villains she doesn't even crack the top 10 for the show. Is she really supposed to be the main antagonist? Pain, Orochimaru, Tobi, Madara, Kabuto, Itachi, Gaara, Sasori, Deidara, Zabuza. BOOM! There are 10 villains in the show who were way better. Do not compain. This is my fan roster. This game is not real. I'd add them all, but you can always just play Ninja Storm 4 with over 80 Naruto characters, but for some reason they don't have Shizune, Kurenai, and Anko even though they are in the first game. Oh well...
Chris Thorndyke from Sonic X was cut because it was believed he was too powerful. He was replaced by Knuckles The Echidna.
Monster Musume characters made it into developement, but they were not added because it would have raised the age rating in the United States and Canada. Kill La Kill content already pushed the upper limits of Rated M. There are full models of Miia, Papi, and Rachnera in the game files, but they can only be accessed with Game Shark. DLC of these characters will release when Season 2 begins.
Lady Tsunade was originally going to be in the game, but the developers put Sakura over her model at the last minute. Her moveset did not change at all. The director then said screw it. Why not have both and thus clone characters became a thing.
There were plans to port the whole Naruto Ninja Storm 4 roster into the game, but the developers were afraid it would have polarized the audience into them thinking the developers being too favorable of Naruto.
Jaden Yuki was a planned character, but it would have required developing 2 more Yu-Gi-Oh GX characters to the game so he was scrapped. Some animations for Ryuko, Satsuki, and Aqua had to be changed in a day 1 patch as they were seen as offensive to potential onlookers.
Waluigi was a highly requested character, but it turns out all of these requests were just in the wrong mailbox and had nothing to do with development for this game.
Neon Genesis Evangelion characters were planned and highly requested, but they were too big. However EVA 01 does appear as a stage boss that if you beat, it becomes your ally. Maybe they will appear in the next game. Many critics have complained to the development team that Gurren Lagann characters made it in who were way bigger. They were eventually added as DLC.
Saitama had his original power level in the Alpha stages of this game, but had to be nerfed as every match would end with one punch. Contrary to the name of his show, Saitama actually has to complete well over a dozen punches to achieve a victory in the final version.
Marth from Fire Emblem was in development only because a worker on the animation team found out there was an anime for the show. Development halted once the animator wanted 8 Fire Emblem Characters with the potential for more as DLC, even though many of these characters didn't appear in the anime.
All voice lines for the dub were done through the website Cameo. Even though Cristina Vee voices Killua already in the game, she does not voice Darkness as she does not take voice over requests for that character. This whole process was very expensive as each voice actor charged around $50 per line as they had no idea they were recording for a video game and thought they were only doing it for fans. Voice Acting cost over $100,000,000 as each matchup has custom dialogue, and all cutscenes are fully voiced over. This has made DLC a nightmare.
Cory Baxter, Newt, and President Martinez were heavily requested, however for a fighting game they would have been hard to implement.
Pokemon characters were going to be added, but it was hard getting the rights from Nintendo to use them as this game also is available for Sega Saturn. Pokemon characters are exclusive to the Nintendo and IOS versions of the game.
The reason the character your requesting was cut that wasn't listed was probably because they were from a series the director hadn't seen or didn't like. He noted that don't let this discourage you from requesting characters.
Trivia
Avatar: The Last Airbender characters were originally not going to be added because they weren't technically anime. The director then stated "I do not care. This is my game."
The goal of this game was to have a bigger crossover than Smash Brothers.
There is a pretty heavy correlation for how many characters a series has to how much the director likes the series. However this does not mean the director disliked a series if it only had 3 characters.
Froppy's inclusion had to do with the fact there are very few Frog Super Powered Teenaged Girls in crossover fighting video games and the director believed they needed representation.
Kill La Kill IF was straight up just ported into this game.
People can play with up to 4 characters at once because it is cool. "If Sonic Boom can do it, then I sure can" - Director.
The director stated that it would be pretty obvious to tell which shows he had watched based off the roster selections.
Although Binji-Kun is not a very popular character in Chairem Anime, he was included as he was a favorite of the director after his redemption arc in episode 50.

There are a lot of characters that are being considered and have been considered, but they entirely have to do with how the director is feeling or if they want one series to be too crowded. Listed below are the names of the series and the amount of characters currently in game. Characters not on this list may still be added in the future, probably after the director finishes a series.
From Naruto:
Choji (Main reason for not being included is that there are already a lot of Naruto characters + Boruto characters which are counted as a separate series) This opens the possibility of Naruto Shippuden being counted as a separate series from Naruto to include more characters. However the same would probably have to apply to shows like Dragon Ball and even the separate Pokemon series.
